In 1992, the Council of Europe approved the European Charter for Regional or Minority Languages, considered the most relevant legal instrument for the protection and promotion of minority languages in Europe. The treaty came into force in 1998, once it was ratified by five states. In 2017 its 25th anniversary is celebrated, a long period enough to evaluate its impact and its timeliness. It’s in this context that the Consello da Cultura Galega (Council for Galician Culture, CGC) with the collaboration of the Council of Europe, organizes a Forum on the impact of the Charter on the Spain. The main objective of this event, to be held in Santiago de Compostela on June 29 and 30, is to open a space for discussion on the fulfilment of the commitments acquired by articles 7 to 13 of the Charter. The Forum has representatives from each of the regional or minority languages covered by the Charter, that is, in alphabetical order: Amazigue, Arabic Dariya, Aragonese, Aranese, Asturian, Caló, Catalan (Aragon, Catalonia, Balearic Islands, Murcia and Valencian Country), Basque (Navarre and Basque Country), Fala (Extremadura) Galician (Asturias, Galicia, Castile and Leon), Leonese and Portuguese. Bearing in mind that, in 2017, the Spanish State is expected to submit to the Council of Europe its 5th Report on the fulfilment of the commitments made with regional or minority languages, the opportunity to establish a multilateral dialogue, it will be a very good reason to advance in the fulfilment of that obligations.
